Creation: Appeared in the January 1926 additions to the US route plan by AASHO to run from Spokane WA to the Canadian border. This remained unchanged when the system rolled out in late 1926, running from US 10-195 (now Monroe at Sprague) to the Canadian Border at Laurier WA. This was an addition to WA 3.
Adjustments: There are 1931 photos of the historic Fox Theater in Spokane that show US 395 beginning at 1st and Monroe. The three 1931 Spokane maps I have run across show three slightly different things. So maybe US 395 south was extended 1 block during 1931.

In 1933 (WSDOT), US 395 was moved to Division St to leave Spokane, changing its southern endpoint to Sprague at Division. The old routing was Monroe St, Garland Ave, Wall St, Whitworth Dr, and a bit of Regina Ave.
In May 1934 (AASHO), US 395 was extended south to San Diego CA. This was an addition to US 10 west out of Spokane; addition to WA 11 southwest to Pasco; addition to US 410 south to Wallula Jct WA; additon to US 730 west to Cold Springs OR;

Around the time US 395 was extended south (CHPW), US 395 was placed on modern routing from southeast of Wilkerson CA to Sunland Res Rd below Bishop. The old road veered much further east and is abandoned.
Also around the time US 395 was extended south, in 1934 (WSDOT), US 10 was rerouted west out of Spokane to use Sunset Blvd, so US 395 may have briefly used the old routing: abandoned/Rosamond Ave/13th Ave/Lindeke St (cutoff by I-90/US 195 interchange) back to 7th. After crossing Latah Creek, the old route used abandoned/W. 6th Ct/Gannon St/5th Ave to Ash St/abandoned/Maple St back to Riverside and Sprague.

In August 1935 (AASHO), Los Angeles County petitioned to have US 395 rerouted to pass through Los Angeles. The route was not specified but I imagine it would've been via the eventual US 6 via Palmdale. AASHO replied that in order to do this, another route would have to be assigned over the abandoned 395 and that US 395 would then overlay US 101 to San Diego. AASHO was not interested in either of these outcomes.
