US 399: Appeared May 1934 (AASHTO) as a new US route, running from US 101 (now US 101 Bus Thompson St) Ventura CA to US 99-466 Bakersfield CA.
US 399 may have gone to Bakersfield without using any US 99 alignments.
In June 1934 (CHPW), US 99 was rerouted in Bakersfield to use Union to Golden State Ave. The old route used Union/19th/Chester through downtown Bakersfield. If US 399 came to Bakersfield on its own, it would have started at 19th/Chester, headed south on Chester to Brundage Ln west to Oleander Ave south to Bell Terrace west to Wible Rd south to Wilson Rd west to Stone Rd southwest (no longer connects) to Stine Rd south to Panama to head west on Taft Hwy. Since US 99 was removed from downtown, this would've been when US 399 was changed to follow Taft Hwy to US 99 Greenfield, then north with US 99 to likely end at US 466 (Golden State Ave at Sumner St). It is extremely unlikely US 399 was posted on the solo approach, if it went that way at all.
In May 1935 (CHPW), US 399 was given a more direct routing through Taft using Westside Hwy, Kern St, and 6th St/Harrison St. The old route used Wood St to abandoned route north that is now a parking lot adjacent to West Kern Oil Museum to today's Taft Bypass to Center St to 1st St to Kern St, etc.
If US 399 ever used Nte Rd in Casita Springs; Sulphur Mtn Rd/abandoned loop and/or Creek Rd/abandoned/Old Grade Rd in the Oakview area it stopped doing so by 1936.
In January 1938 (CHPW), US 399 was removed from Petroleum Club Rd between Maricopa and Taft.
About 1949 (bridge date), US 399 was removed from the lower part of the Ojala Quarry driveway.
About 1953 (bridge date), US 399 was removed from the driveway to 15275 Hwy 33 south of Ojala, which no longer connects back up with CA 33.
In 1956, US 399 was removed from West Side Hwy/Kern St/6th St through Taft; Harrison St out of Ford City and north of the Taft Bypass.
In December 1956 (CHPW), US 399 was moved to the first part of the new Ojai Freeway to open, out of Ventura to the first Ventura Ave overpass. Note that the freeway cut southeast onto what is now the ramps for the Main St exit. The road continued southeast past Olive St to end at US 101 (now US 101 Bus) at the Main St/S Garden St intersection. The old US 399 was Ventura Ave out of Ventura.
In June 1963 (AASHO), US 399 was decommissioned. Ventura to Taft became CA 33 (still CA 33 today except: the diagonal arterial between Main St/S Garden St was torn out; the ramps to/from Olive St to Ojai Freeway; Ventura Ave north of milepost 4.02; abandoned diagonal between Alameda St and the CA 33-166 split in Maricopa) and Taft to Greenfield became CA 119 (still CA 119 today except: Golf Course Rd north of Dustin Acres up to about postmile 254E5.10, then abandoned along the aqueduct back to CA 119). Because the Western Bakersfield Freeway was fully opened in July 1963, this effectively caused US 399 from Greenfield to Bakersfield to be renumbered as US 99 Business (now CA 99 Bus).
