VA 25: Began in January 1918 as an original state route defined by the general assembly:

Route 25: Chain Bridge, Vienna, Fairfax, Manassas
Manassas to Centreville was a useless duplex with VA 21.
In Dec 1921 (CTB), VA 21 was rerouted at Centreville to go via Gainesville to New Baltimore. Thus, VA 25 was extended west from Manassas to New Baltimore to replace part of VA 21.
In 1923, VA 25 was truncated to end at VA 21 (now VA 236) Fairfax. Fairfax to Centreville remained part of VA 21 while Centreville to New Baltimore via Manassas became VA 211. Today it is VA 215, SR 779, VA 28, SR 616 north of Manassas Park and the Old Centreville Rd alignments, US 29, VA 236.
By 1923, VA 25 was removed from Old Courthouse Rd west of Vienna.

In October 1926, VA 25 was extended from the Chain Bridge southeast replacing VA 251 to end at US 1/VA 31 just north of Alexandria.
In Aug 1928 (CTB), VA 25 was extended south 10 miles from Fairfax towards Occoquan as new primary routing. Also, VA 25 was assigned to replace VA 315 from US 1/VA 31 Woodbridge to Occoquan.
In Dec 1930 (CTB), VA 25 was made continuous from Woodbridge to Fairfax.

In 1932, VA 25 was removed from East Glebe Road and instead replaced VA 720 on South Glebe Rd to US 1 at what is now Crystal City.

In July 1933, VA 25 was renumbered as VA 9. The 1933 draft route list had no change to VA 25 which is odd because US 25E still existed (and was given VA 61 designation).

Today the routing of VA 25 is SR 906, SR 1203 through Occoquan, no crossing of the river, SR 722, some VA 123 with several Old Ox Road alignments up to Fairfax, then VA 123 to McLean, with SR 3563 Old Chain Bridge Rd, a bit of 123, more Old Chain Bridge Rd (SR 3547), VA 193, more VA 123, then VA 120 except it used Old Glebe Rd near Military Rd and Shirlington Rd south to 24th St east near I-395.
VA 25Y: Appears on the 1932 Prince William County map as the northeast leg of the triangle where VA 25 (now SR 906) meets US 1/VA 31 in Woodbridge. It is unclear when this was created.
In July 1933, VA 25Y became VA 9Y but this road was removed long ago.
