Creation: Approved by AASHTO in 1929 as an addition to US 70 from Knoxville to Trentville and a replacement for US 511 from Trentville to Bristol. Tennessee had already dropped the US 511 designation by the end of 1927 and AASHO accepted their belated request to do this in 1929.

Adjustments:
In 1930, US 11E was removed from Watauga St and Oakland Ave in Johnson City, plus the lengthy Austin Springs Rd and Mountain View Rd through Piney Flats, plus Old Elizabethton Hwy and Carter St into Bluff City ; Main St and Fleming Dr within Bluff City (these last two sections briefly remained part of US 19E/TN 37). US 11E was placed on Roan St leaving Johnson City, then current US 11E beyond Piney Flats, then old TN 44 and current TN 44 into Bluff City.
By 1934, US 11E was removed from Avoca Dr in southwestern Bristol
In 1934, AASHO took away the 11E designation by removing TN 34 from the US route system from Knoxville to Greeneville and renumbering the rest as US 411. At least one prominent commercial map maker did this. However, Tennessee never deposted US 11E and did not add US 411 to the Greeneville-Bristol segment until 1952.

About 1935, US 11E south was rerouted at Trentville to follow the newer US 70 route to Knoxville and meeting US 11-11W at today's Holston Dr/Martin Luther King Jr Ave. The original route had used Strawberry Plains Pike, Boyds Bridge Pike, Biddle St and S. Chestnut St to end at Magnolia Ave.
