I-864  proposed twice?



I-864 #1?: In Aug 1968 (CTB), Virginia agreed to request 5 new interstate corridors. One of them was a second Berkley Bridge that would augment I-264 and would've been slightly east of the current Berkley Bridge. The only even x64 remaining (as I-664 was one of the other 5 requested corridors) would've been I-864. However, this request was not approved by FHWA.
I-864 #2: One of 4 proposals VDOT presented to the CTB in May 1996, whereby I-864 would've replaced I-64 from I-664 Hampton to I-264/VA 44 in Norfolk:
1. Extend I-664 around to I-264/VA 44 and replace VA 44 with I-64
2. Extend I-664 around to I-264/VA 44 and replace VA 44 with I-664
3. Replace I-664 with I-64 and replace VA 44 with I-64; Replace I-64 across HRBT to I-264/VA 44 with I-664
4. Replace I-664 with I-64 and replace VA 44 with I-64; Replace I-64 across HRBT to I-264/VA 44 with I-864
The CTB deferred action to June 1996 whereby they elected to defer again. There was no further mention of anything related to this until they renumbered VA 44 as I-264 in Aug 1997.
