Formerly:
NC 31 #1: Born about 1928. Ran from NC 213 Mars Hill east to US 19/NC 69 (around the longtime US 19-23 split). This was a renumbering of a tiny piece of NC 29 and mostly was new routing.
In late 1934, NC 31 was renumbered as part of NC 213. Today it is SR 1609.
This NC 31 was a violation of the rules, when several 69x numbers were available. NC 31 did have its own daughter, however, NC 311.

NC 31 #2: The beginning of the second NC 31 is not clear from current resources. The earliest explicit showing of NC 31 I have is the 1944 Wake County Map and it is not on the 1936 Wake County Map. It began at US 70 South St and ran north on Boylan Ave to Martin St, then cut west to end at the State Penitentiary.
In 1977 or 1978, US 64 Bus was removed from South St, causing NC 31 to not connect with any other part of the primary system.
In 1979, NC 31 was downgraded to secondary status.
